Begin at the local level to initiate change . A group of concerned citizens in St. Marys Georgia organized a group called the Camden Watch Dogs to keep an eye on property taxes . A list of the new appraisals got onto the Internet by mistake and had jumped 8oo% . The citizens were outraged and decided enough is enough .
